For a 600 cc Engine, On the basis of benchmarking and part availability in market throttle body bore analysis is done for 40mm, 45mm and 50mm.



Conclusion From Above Graph: - 
With Throttle Body 40 mm bore there is variation in Torque. If Throttle Body diameter is kept 45 mm then Torque is constant near peak torque.

if WOT is 89/90 degree is possible but it might cause hitting and sticking at WOT angle and also as Shaft Dia is 10 mm ( or X mm) this cross section will restrict air flow so air going inside at 85 degree and 90 degree will be almost similar in amount.

Full Close can not be 0. In idling condition air is going from this only to intake and cylinder. Full close angle depend upon Idle RPM Variation Tolerance Limit. 

Limp Home Angle is maximum opening angle of throttle valve after any accident or risk so that vehicle speed can be kept under a limit. Generally this speed is 40 Km / Hour. So safely driver can drive vehicle till service station. 
Or in case of internal failure, throttle wire brake etc, sudden speed should not become 0 otherwise the any other vehicle coming from behind will bump in the back. 

Double spring on Valve Shaft is international safety standard, if one spring brake the other spring will take care of it - Throttle Body is listed in Dangerous Part List of Vehicle such as Fuel Tank and  Injector etc.
